Villagers move on a weekly schedule and stay home in rain or snow, so a resident you cannot find is usually indoors or on a route you have not walked yet. Gifts are the fastest way to raise hearts — the full loved/liked/hated breakdown per person is on the gift guide, and who you can actually date is on the romance page.
